The Chairperson, Mr Dodo Monamodi official media address at the SABC regarding the SABC/AIRCO distribution deal on Thursday 02, February 2012 at 10:00.

Honourable Minister of Arts and Culture, Mr Paul Mashatile Group Chief Executive Officer (CEO) of the SABC, Ms Lulama Makhobo Esteemed members of the various media houses Distinguished board members of the Association of Independent Record Companies of South Africa Fellow independent record companies owners and artists Ladies and Gentlemen

Today is a historic moment for all the independent record company owners, our agreement between the Association of the Independent Record Companies of South Africa (AIRCO) and the South African Broadcasting Corporation (SABC) is a another milestone for the association, its members and public at large. I hereby announce that on 13th December 2011, our association and the SABC signed a long awaited distribution agreement whose primary purpose is to enable AIRCO to avail its members and non-members music products for broadcast on SABC platforms (tv and digital) in return, the SABC will pay to AIRCO an appropriate amount for the benefit of our members and non members and distribution to those whose products are used by the SABC at any given time in all their platforms. The deal provides us with an opportunity to be an official collection and distribution agent for all Southern African Independent recording labels’ sound recordings royalties as well as to play a crucial role in the music business to arm the Indies with music business knowledge.

It is a milestone as it gives back to the proudly South African Independent companies the right to have full and direct access to their economic benefit based on the returns of their investments which will empower them to grow their businesses more. This growth will enable them to be sustainable and continue contributing to the economic development of our beautiful country. Our members will continue investing in our local talent; create job opportunities for our citizens while we all contribute in this reconstruction of our country. Since AIRCO’s inception in 2006, we have engaged the various music industry players, particularly broadcasters on the promotion of local content as well as licensing of sound recordings, our views were ignored, isolated and undermined by others. As a pure and proudly South African association of record companies which exist solely to represent the economic, traditional and cultural diversity interests of independent record labels, today’s achievement marks the impact of Airco’s leadership and members’ endless efforts in the long overdue transformation of the South African Music Industry. This relationship with our broadcaster marks the new dawn of bettering the lives of our people.

Music industry has an economic and political impact in our people’s lives dating as far back as 1900s, for example, during the African National Congress’s Centenary celebration in Free State on 08 January 2012, our President, Honourable Jacob Zuma reminded us that the creative industries practitioners played a vital role in liberating us from colonialism, apartheid system and conglomerate monopoly. He cited and acknowledged the role of music icons such as Miriam Makeba, Hugh Masekela, Jonas Gwangwa, Julian Bahula, Caiphus Semenya, Letta Mbulu, Dorothy Masuka, Harry Belafonte as well as the Amandla Cultural Ensemble, the MK cultural group and others who kept the spirit of the struggle alive around the world. It is their sound recordings that highly inspired the new generation of independent record companies and musicians.

In conclusion, after liberation in 1994, the new generation of the music industry role players, concerted efforts to build an alternative music industry controlled by born and bred African sons and daughters. Today, we celebrate independent record companies such as Clive Calder Productions, Hit City, Soul Brothers Records, Bula, Coolspot, TS Records, Ghetto Ruff, 999 Music, Kalawa, Dojam, Black Eagle Records, H.U.G.E Entertainment, Gazaza Records, Zuzumuzi Music, One Wish Entertainment, JSL, Sizwe Zako Records, and many more that produced music icons that we celebrate today. Recently, the country was buzzing with the music of Professor and Zahara who are products of independent record companies. We can proudly confirm to our government that our next Enoch Sontonga will be discovered by an independent record company, to ensure that his music remains a heritage asset of our country.

We would also like to thank the Department of Arts and Culture in believing in the mandate and existence of AIRCO, continued financial, support and advice in growing the industry for the livelihood of Indies and our artists. Thank you to the members of the SABC, media, our communities, retailers and business. Not forgetting the Ministry of Police, DTI and other departments who contribute to the transformation and support of our members. STATEMENT BY THE MINISTER OF ARTS AND CULTURE, PAUL MASHATILE, AT THE ANNOUNCEMENT OF THE SABC/AIRCO AGREEMENT.

Ladies and Gentlemen:

We meet here today to mark a historic milestone in our ongoing efforts to promote the growth and development of our local music industry, to increase local content on our public broadcaster, the SABC, and most importantly to give an opportunity to our artists to build for themselves sustainable livelihoods using their artistic talent.

The agreement between the SABC and AIRCO is a major breakthrough for local independent record companies, many of whom continue to produce quality work but have so far not had much exposure. This agreement is also important because it gives independent record companies an opportunity to play a meaningful role in the local music industry which according to research at our disposal was worth around R1.7 billion in sales and ranked 17th in the world in 2007.

In addition and as we said in our Mzansi Golden Economy Strategy, the local music industry has a huge growth potential as a result of its growing popularity in our country, in other parts of the our Continent and indeed in the world.

Equally as pointed out in the Mzansi Golden Economy Strategy; music is an ideal export product that is not constrained by the high transport costs associated with the export of physical products.

Collectively these developments indicate the importance of the music industry as a key component of the cultural and creative industries.

We take this opportunity to congratulate the SABC and AIRCO for entering into this important agreement which in our view gives practical meaning to the Mzansi Golden Economy Strategy.

As the Department of Arts and Culture we are proud to be associated with this ground breaking initiative.

Pragramme Director, as many of you may know, last year we launched the Mzansi Golden Economy Strategy.

The Mzansi Golden Economy Strategy outlines a set of interventions by all stakeholders in the arts, culture and heritage sector to unleash the potential of our sector, to contribute to job creation as well as economic growth and development.

At the heart of these interventions is an acknowledgement that the cultural and creative industries are our “new gold”.

As many of you may recall that the mining of gold was at one point in our country’s economic history, the bedrock of our national economy from where massive job and economic opportunities were generated.

It is our view that the cultural and creative industries can today play the role that gold mining used to play those many years ago in our national economy.

Programme Director, as we were developing this strategy the SABC, as one of our stakeholders, made a commitment that they will support the strategy by playing a much bigger role in promoting local content.

On this important day, we are reaping some of the fruits of the commitment made by the SABC.

We look forward to initiating more partnerships with the SABC, so that together we can raise the profile of the arts, culture and heritage sector and most importantly ensure that our artists earn a decent living from using their artistic talent.

Going forward we must work hard to support our local artists and ensure that they produce quality products that we can all be proud of.

In this regard we have committed ourselves towards building the required infrastructure that will promote and ensure the development of the local artists.

As part of implementing the Mzansi Golden Economy Strategy, plans are underway to establish a National Skills Academy for the Arts.

As we said before, the Academy will not replace existing training initiatives in our sector. It will become a center of excellence which will coordinate and strengthen existing training initiatives.

Programme Director, we are aware of the challenges of lack of transformation within our sector in particularly in the technical services industry.

We will work together with our stakeholders to ensure that the sector is transformed and more importantly becomes developmental.

Minister of Communication, the management of our public broadcaster and the leadership of AIRCO, today marks the beginning of greater things to come.

We must use the opportunity provided by the public broadcaster to tell our own stories through music, dance, poetry and many other art forms.

Indeed we must use our public broadcaster to preserve and promote our rich and diverse cultural heritage as well as to promote the abundant local artistic talent.

This we must do fully aware that; culture is the soul and heartbeat of the nation.

I wish all those involved in this agreement success in their endeavors.

AIRCO/SABC DISTRIBITION DEAL

Johannesburg, Thursday 31 January 2012– Today, the Association of the Independent Record Companies of South Africa (AIRCO) and the South African Broadcasting Corporation (SABC),announced a historic milestone for the music association, its members and the public at large.

The Chairperson of AIRCO, Mr. Dodo Monamodi, announced that on 13th December 2011, the SABC and AIRCO signed a long awaited distribution agreement.

“The agreement’s primary purpose is to enable AIRCO to avail its members’ and non-members music products for broadcast on SABC platforms (TV and digital). In return, the SABC will pay AIRCO an appropriate amount for the benefit of our members and non-members and distribution to those whose products are used by the SABC at any given time in all theirTV and digital platforms.

“This SABC/AIRCO deal provides us with an opportunity to be an official collection and distribution agent for all Southern African Independent recording labels’, sound recordings royalties as well as to play a crucial role in the music business to arm the Independent Recording Labels with music business knowledge,”said Mr. Monamodi.

The SABC’s Group Chief Executive Officer (GCEO), Ms. Lulama Mokhobo says, “As the country’s only public service broadcaster, the SABC continuously strives to empower the local music industry. This agreement means the corporation will have access to more local music videos and artists. In turn it will create space for aspiring local musicians and provide them with the required exposure and also assist in advancing their fledgling careers.”

According to AIRCO, the economic downturn, coupled with music piracy and unauthorised file sharing, has negatively affected the businesses of Independent Recording Labels making it difficult for most of them to stay in business. The Association’s continuing efforts in rallying their stakeholders (Artist, our communities, retailers, media, collecting societies, government and business) intends to assist in saving the ailing music industry by keeping the proceeds it generates in the country. Mr Monamodi added that, “The deal comes at a time when AIRCO’s Board of Directors took a decision to make the development and promotion of local content and sound recordings central in its operation both locally and internationally, and exhibit these to platforms like Moshito, Midem, Womex and the African Music Trade Fair.”

On behalf of the Board of Directors and Executive Committee, I would like to announce that our association is gradually succeeding to conclude direct license agreements with broadcasters, network operators and other users of music on behalf of our members. The first agreement with the South African Broadcast Corporation is almost concluded. This will be the first time in the history of this country that a broadcaster will be paying an independent association of record companies music (sound and videos) royalties as reported at our inaugural South African Indies workshop held at Parktonian on 27 August 2011.

The purpose of these license agreements is to fulfil two of our main objectives listed as follows:

  • a) To ensure license income generated from usage of sound and video recordings controlled by members accrue to rights owners and performers.
  • b) To promote promotional opportunities and exposure for local music on radio and television (local content).

    Therefore, all members are invited to submit their companies’ music videos for use by the broadcasters. An urgent request has been received from the South African Broadcasting Corporation (SABC) to submit music videos in the following genres:
    • Dance
    • House
    • Pop
    • Adult Contemporary
    • Afro Pop
    • Hip Hop
    • Kwaito

    The videos should be of broadcast quality and submitted on DV or Bita tapes – ensure that the video is profiled appropriately - Artist name, name of the song, name of the album, year of publishing and publisher.
    The Association of Independent Record Companies of South Africa is an association incorporated in terms of section 21 of the Companies Act. 1973. Its primary objective is to represent the economic interests of emerging and established independent record companies in South Africa in all aspects of the music industry and to promote independent record companies generally.

    JOHANNESBURG 1st AND 2nd OF MAY 2009
    The idea for the Indian Ocean Festivals Association (IOFA) came up when Dan Chiorboli (of Awesome Africa Music Festival in Durban), Yusuf Mahmoud (of Sauti Za Busara in Zanzibar) and Alain Courbis (of the Pôle Régional des Musiques Actuelles (PRMA) of Reunion Island) met up in Reunion Island in 2004. The idea was to create a support and information exchange network that could help the circulation of artists or other cultural inputs (exhibitions, conferences etc.) as well as promote training and musical heritage conservation.
